I’m not sure about universal time but, yes, I think meanings evolve in their complexity over time. My idea of consciousness, however, enjoys the benefit of special relativity (i.e., simultaneity) which reveals time as both a flow of events and occurrences (meanings evolve) as well as a static “block” (meanings simply ~ exist ~).

TMI for here but, I think it is only through the non-spacial, non-temporal “field,” or background between grains of quantized space—the elision of the grains’ abstract borders—that we could we possibly access (via the described mechanism) truly abstract ideas/meanings which occurred at moments and locations in the block universe other than our space-time location.
